  The submit command MUST be run from an atlas window/login, as the SETUID 
program submit will not authenticate root permissions over the network.

  IT WILL NOT WORK FROM A WORKSTATION login.

  Another restriction is that the TAB key should NOT be used to complete the 
pathname in entering the "submit" command, as this results in an empty record
file being created but no files are actually submitted.
